Pilot Projects: Why One Bus Can Make a Big Difference

When agencies explore new mobility solutions, a pilot project — even with just one vehicle — can provide invaluable insights before scaling to a larger fleet.

In Kitsap County, Washington, Damera has launched a 2-week pilot program with Kitsap Transit featuring the Karsan eJEST, the first low-floor accessible minibus in North America.

What a Pilot Project Demonstrates

  • Performance in Local Conditions
A short pilot gives Kitsap Transit the chance to see how the eJEST fits into their network — testing accessibility, passenger experience, and operational ease in real service. Pilot provides valuable first-hand data to guide decisions about future deployments.

  • Suitability for Community Layout
Kitsap County has both low-density rural sprawl and suburban neighborhoods. Testing the eJEST on actual routes shows how its compact size, electric drivetrain, and low-floor accessibility can improve service where fixed routes are less effective.

  • Passenger & Operator Feedback
Pilots allow real riders and drivers to experience the vehicle. Their feedback helps agencies understand comfort, accessibility, and usability in day-to-day operations.

  • Data for Decision-Making
    A pilot generates real-world data:
    • Energy consumption and charging cycles
    • Boarding times and accessibility performance
    • Operating costs vs. larger buses or vans
This evidence supports informed planning for future fleet investment.

Kitsap Transit’s Long-Term Vision

As Kitsap Transit states in its Long-Range Transit Plan (2022–2042):

“Significant low-density greenfield development is expected in suburban and rural Kitsap County. Kitsap Transit may need to reconsider how to serve these developments, many of which will be challenging to serve efficiently with fixed-route service. New on-demand services may be effective.”

The Karsan eJEST pilot directly responds to this challenge — testing how a right-sized, zero-emission minibus can expand access while reducing costs and emissions.

Why Pilots Matter

A single bus may seem small, but it can:

  • Build confidence in new technology
  • Reduce risk for agencies and taxpayers
  • Show proof of concept for service models like on-demand and microtransit
  • Lay the foundation for fleet electrification and long-term sustainability

Charging Support

At Damera, we know that adopting electric buses is about more than the vehicle itself — it’s about the infrastructure that keeps them running. That’s why we work with agencies to plan, install, and support charging solutions alongside the deployment of vehicles. Whether it’s a single charger for a pilot project or a scalable system for a full fleet, we make sure agencies have the tools in place to operate with confidence from day one.

🌎 At Damera, we go beyond supplying vehicles — we help transit agencies plan, test, and scale modern fleets. From pilot projects and charger installations to long-term service support, our team ensures your transition to zero-emission transit is practical, reliable, and community-focused.
